Frequently Asked Questions

  • Broad Horizons Counseling Collective (doing business as Pacific Assessments and Counseling) provides high-quality, affordable mental health services across California through both Telehealth and in-person care. What sets us apart from large corporate providers is our intentional, human-centered structure that balances clinical excellence with compassion, community, and equity.

    • Clinician-first culture: We prioritize the needs and professional growth of our therapists. By providing robust case consultation, continuing education, personalized help setting up a private practice business, manageable caseloads, and administrative support, we enable clinicians to focus on meaningful, evidence-based care rather than productivity metrics. This investment leads to better outcomes and stronger therapeutic relationships.

    • Local, individualized care: Unlike national chains that standardize every aspect of care, we tailor services to the people and communities we serve. Our clinicians reflect diverse backgrounds and cultural competencies, enabling personalized treatment plans that respect clients’ identities, values, and lived experiences.

    • Accessibility and affordability: We design service models to reduce financial and logistical barriers. With flexible Telehealth options, sliding-scale fees, and clear pricing, more Californians can access consistent mental health care without surprise costs or long waits.

    • Ethical independence and clinical integrity: We maintain clinical decision-making at the therapist level, free from corporate incentives that can compromise care. Treatment recommendations are driven by clinical need and best practices, not by targets or productization.

    • Collaborative community approach: We operate as a collective rather than a top-down corporation. Therapists and staff contribute to practice development, policies, and training, creating a supportive environment that fosters innovation and shared accountability.

    • Commitment to diversity, equity, and inclusion: DEI is integrated into hiring, training, and service delivery. We actively recruit clinicians with linguistic and cultural expertise, build partnerships with underserved communities, and continuously evaluate our practices to reduce disparities in access and outcomes.

    • Measured quality and transparency: We use outcomes-informed practice, client feedback, and ongoing training to measure and improve care. We communicate clearly with clients about treatment goals, progress, and options.

Broad Horizons Counseling Collective offers the scalability and reliability clients expect, but without the impersonal policies and profit-driven pressures of large corporations. Our combination of clinician support, culturally responsive care, affordability, and ethical practice makes us a distinct, community-centered alternative in California’s mental health landscape.

What Our Therapists Say About Us

I started working for Veronica and Steve almost 1 year ago. I originally joined their practice in hopes to achieve more growth as a clinician, to expand my private practice, and to learn how to begin working with insurance companies to be able to reach a broader population. Steve and Veronica have been so incredibly helpful, supportive, kind, and patient throughout my time with them. Veronica offers her support with regular check-ins just to see how I am doing or if I have any questions or concerns. She has the utmost patience when it comes to teaching me a new skill, learning how to navigate the technology, and providing me with step-by-step instructions, allowing me to feel safe and encouraged to move at my own pace. My bi-monthly consultations with Steve have provided me with the knowledge, wisdom, and practical skills that have allowed me to feel more confident as a practitioner and more growth in my specialized practice. He has a beautiful gift to be fully present and attuned with my needs, offering me just the right perspective and advice when I need it. His way with words is mesmerizing, which allows him to teach new concepts and skills in a way that is digestible and easy to integrate into practice. His ability to encourage individuality by gently guiding you and supporting you along the way has led to my growth in confidence and more insight as to how I am as a clinician. Working with them has been invaluable and so cherished. I highly suggest working with them if you are interested in your own personal growth and expanding clinical experience.

I wasn’t sure what to expect when I began working with Veronica and Steve. I knew I wanted more control over the clientele I had on my case load as well as total control over my schedule and therapy modality. I also knew I had no idea where to start to make what I wanted a reality. Veronica walked me through everything, with the patience and understanding of a saint, from creating a sole proprietorship to navigating the electronic systems being utilized by insurance companies. Veronica also helped with setting up a HIPAA compliant email and provided recommendations for documentation sites and a work phone. Once I was on board and rolling, Veronica vetted all clients referred to me, provided excellent communication of any concerns and was there for any urgent questions I had. Something I did not expect in this arrangement has been the compassion shown on a human level. Veronica has gone above and beyond for me in ensuring I feel steady in the world of 1099 employment. The flexibility she has been willing to show has allowed for me to do what I enjoy without losing too much sleep with the aspects of this world I cannot control. I am very grateful to have met and worked with Veronica and I would recommend anyone to her.”

Want to work for an awesome company? I met Dr. Winston back in 2012, he was a Supervising Licensed Psychologist contracted to work with the interns for the organization where I was employed. I was able to witness intern after intern succeed under his direction. After leaving the company I advised Dr. Winston that I had enrolled in a Ph.D. program motivated by him. I will never forget the day when he told me with a big smile on his face to call him when I was ready for my internship and that’s exactly what I did, and Dr. Winston is a man of his word. It was as if no time had lapsed between us, he was there for me every step of the way. Then I met Veronica Winston, she was also warm, welcoming, and supportive because she too wanted me to succeed. In my opinion they are the definition of a Power Couple who care about the people they serve, train, and employ. I gained more knowledge in 4 years than in my lifetime working with the Winston’s as it pertained to business, therapy, assessments and so much more. I am now employed by the company, and can honestly say to anyone who is actively looking for a great opportunity where you will be motivated to thrive, feel that you are supported, set your own work schedule, work with great group of clinicians and learn how to start your own business then look no more because Broad Horizons Counseling Collective, is where you need to be. They are one of the best employers I have ever worked for.”

— La Rae Neal, Psy.D.

My time as a clinician with Broad Horizons Counseling Collective was amazing! From the support from administration to the clients I was able to see and help. Dr. Winston, Veronica and Dr. Neal are great leaders to work with. I could always count on them for support, questions, learning and consultation. Dr. Winston, during his free time made him self available to teach EBP’s and share his experiences in the field. I will not forget to mention that their goal is to have you become your own boss and eventually run your own practice (how often do you hear of this!). It was a great time here not only as a clinician but simply as a human being. From professional support to personal understanding, I would definitely recommend you join this beautiful practice if you are trying to become your own boss or just grow as a clinician.”

— Jorge Figueroa, LMFT

I first had the priviledge of meeting Stephen Winston, PhD at The Teen Project, where he supervised me as an Associate MFT. During the three years he supervised me, I was able to learn and grow to be a competent and thriving therapist and accomplished obtaining both my licensure as well as was promoted to Clinical Program Coordinator. Dr. Winston held weekly supervision and trainings in a variety of clinical areas as well as was always available for additional support. At a time in my life when I was ready to step away from residential practice, Dr. Winston aided me in the process of establishing my own private practice and he and Veronica Winston, LMFT truly held my hand and guided me through every step of the way. Going out on your own can be terrifying, confusing and lead to many dead ends, but with their support it was easy, fast and so clear. I still meet with both of them for additional support weekly, and they have always made me feel welcome to their practice and are never slow to offer their own wisdom and experience. I have been able to grow to nearly a full caseload in less than two months, and the entire process less than six. In addition to quickly stabilizing my caseload, they have also helped to map out a guideline of how my future in this career will look like and are helping to connect me to resources to make this vision come to fruition. I could not have asked for a better company to have chosen to be a part of.”

— Jessica Dye, L.M.F.T.

Stephen and Veronica Winston offered me what I was looking for...and then more than I expected. They introduced me (as part of their organization) to Kaiser clients and a practice that was responsive to insurance protocols. I had never worked with insurance companies and was unclear about some of the procedures. The Winstons were ideal guides. But the two of them went beyond those mere boundaries. They were clear about the requirements at Kaiser and presented them in a helpful and supportive way. But beyond that they were always present to assist me as a therapist, supporting me in my particular and personal approach as a narrative therapist. If I had questions they were quick to answer them ---and then assisted me in finding my own way to the therapeutic issue. Throughout they shared a sense that we were working together as part of a professional community.”
